A model for synchrotron radiation by secondary-plasma relativistic electron
s is proposed as an explanation of the observed flattening of radio pulsar
spectra at high frequencies. The spectral luminosities observed at 43 GHz a
nd calculated using the model can be brought into agreement if the pitch an
gles of the electrons are psi = 0.04-0.4 rad. The model predicts a decrease
of the synchrotron luminosity with increasing period; this is tentatively
confirmed by observational data for three pulsars.
