Abstract
Benefits transfer refers to the rise of existing benefit estimates in a dif ferent bur similar context compared with the original study that generated the benefit estimates. Benefits transfer techniques include fired value tra nsfer, expert opinion and value estimator models. Although benefits transfe r techniques are subject to a number of conceptual and empirical limitation s, these techniques ore widely applied by government agencies as input into economic assessments of public policies and projects.
