The kinetics of subthermal and thermal electrons in a weakly collisional ma
gnetized plasma with ion-acoustic turbulence is described in detail. The pe
rturbations of the pressure, density, and temperature of the plasma via the
absorption of a high-frequency electromagnetic field due to inverse bremss
trahlung and also the electron charge and heat fluxes are determined. Turbu
lent noises are shown to suppress heat transport both along and across the
magnetic field.
