We derive the Caldeira-Leggett-type action describing electron tunneling th
rough a quantum point contact between two compressible Quantum Hall liquids
for both diffusive and ballistic regimes of the bulk electron motion. Alth
ough the edges of the system can not be identified as a Luttinger liquid of
any kind, the current-voltage characteristic demonstrates only small, yet
systematic, deviations from a pure power-law I similar to V-1/nu. (C) 1999
