With growing disparities between the levels of material wealth in rich and
poor countries, migration appears to be a attractive option for inhabitants
of less developed countries. Simultaneously, there has been a growing inte
rest in the potential contribution of good governance to economic developme
nt. This paper explores the link between governance and migration, and conc
ludes on the basis of cross-sectional empirical evidence that governance ma
y indeed be a significant factor in determining the rates of emigration fro
m poor countries to wealthy ones. (C) 1999 Elsevier Science Ltd. All rights
