Abstract
At any consecutive in time measurements of processes of any nature owing to fluctuations a sequence of discrete values is received. Some of these valu es meet much more often than others - <<permitted>> and <<forbidden>> macro scopic states of objects are observed. On appropriate histograms extremuma are seen - <<peaks>> and <<gaps>>. The form of a spectrum of permitted and forbidden state - relative values of distances between levels and their occ upation - is similar in each given moment for processes of a different natu re and changes with high probability simultaneously in different processes, including processes in remote laboratories. There is <<the lifetime>> of t he given form of histogram - in a set of consecutive histograms given histo gram with the greatest probability is similar to nearest ones. The form of histograms with high probability repeats with period of 24 hour, about 27 d ays, about 365 days. All this - regular change of the form consecutive in t ime histogram, their similarity at simultaneous independent measurements of processes of a different nature, including at different geographical locat ions testifies to existence rather general cosmophysical (cosmogonical) rea son of a phenomenon under discussion.
