Abstract
The Rabhas who live in the Buxa tiger reserve's buffer zone must see some i rony in their officially acknowledged status of partners in wildlife conser vation. The tiger project has so far meant only curtailed employment and ac cess to the forest for them, for the concept of popular participation in co nservation is still only a concept. What is wanting is an effort to address appropriately the question of indigenous peoples' rights.
