A phenomenological description of the dielectric response of an effective m
edium is proposed, which takes into account possible features of topology o
f a statistical multiphase heterogeneous system. Using a three-component Si
O2-KBr-air system as an example, it is shown that the generalized equation
used for the description provides a substantial improvement of the agreemen
t between the experimental and calculated frequency-dependent effective die
lectric constants in the region of valence Si-O vibrations.
