A scheme for predicting user-perceived networked application performance

Attempting to launch applications over an under-provisioned best-effort net work often leads to wasteful, unsuccessful traffic being forced on to the n etwork and user time being lost as a consequence of aborted connections. Su ch traffic will only contribute to the network load. A network monitoring a gent which not only measures the network loading, but also provides an indi cation to an end user about how a specific application is likely to perform , enables application-start decisions to be made before the application is actually run.
