''Suddenly an OSHA inspector leaps on to the field to hand the Yankee's manager a citation for a Willful Violation (penalty $70,000) for knowingly allowing his pitcher to use an ergonomically d amaging delivery. At the same time the Area Director for OSHA is deman ding entry into the owner's box to serve Steinbrenner with a Temporary Restraining Order.
