Abstract
A system approach to the problem of dynamic decision-making is develop ed. The notions of a system of decision-making and its structure are i ntroduced in correspondence with it. Three parts of the structure are distinguished: a base, a shell, and a solver. A notion of a completene ss of the base is defined. Different variants of complete bases are co nsidered dependent on conditions of decision-making.
