Abstract
A system approach to the problem of dynamic decision-making is develop ed, and the notions of a system of decision-making and its structure a re introduced according to it. Three parts are distinguished in the st ructure: a base, a shell, and a solver. The notion of completeness of the base is introduced. Sufficient conditions of completeness are obta ined. Variants of complete bases and methods of their completion under various conditions of uncertainty are considered.
