An innovative approach used at the University of Northern British Columbia
helps develop the "target qualities"(Kessler 1999) of graduates in natural
resources management. Scenario planning is used to engage students in proje
cts that represent the complexity and peculiarities of natural resources ma
nagement in British Columbia today. Although it is not a panacea, scenario
planning does promote the development of the skills, knowledge, and perspec
tives required to address complex problems.
