Fair use in US scholarly publishing

US law sanctions the fair use of copyright matter for scholarly purposes bu t defines it vaguely. The definitions employed by publishers are reviewed. In practice, restraints on fair use seem to be growing. A strong defence is warranted by its importance both to scholarship and to society.
