Abstract
This paper addresses an important problem in health care management. I t explores the theoretical relations among organizational and environm ental characteristics and measures of efficiency and effectiveness. Th e paper develops need fulfillment as a measure of organization effecti veness. An interesting implication for organization theory is the find ings that suggest that legitimacy does not enhance efficiency and that legitimacy and efficiency may be entirely independent variables.
