Abstract
Joint MEASURE(TM) (Mission Effectiveness Analysis Simulator for Utility, Re search and Evaluation) demonstrates the effective application of HLA-compli ant simulation outside the traditional realm of training to analytic studie s of mission effectiveness of systems within larger systems of systems conf igurations. This paper discusses how joint MEASURE effectively exploits bot h the DEVS modeling and HLA simulation frameworks to support high performan ce distributed simulation and thereby, to overcome impediments to interoper ability and reuse of Lockheed's models arising from the reluctance of group s to share their code at the source level with others within the corporatio n.
