All civil engineering, whether it be design or construction, relies on the
skills of its major resource: people. This paper describes a competency-bas
ed system which Carillion (formerly Tarmac Construction Services) has devel
oped over the past three years to structure its approach to identifying job
skill requirements and assessing employee capabilities. The system has hel
ped the company and its engineers to identify training and development need
s, measure performance and develop personal career development plans.
