In this paper, a preliminary framework for the assessment of change managem
ent is developed, based on recent research and case interviews at three con
sulting companies. The framework distinguishes between efficiency and effec
tiveness measurements on change management, and evaluates the management me
thods and outcomes of the change projects separately. The framework is appl
ied to analyze and compare the change projects in three Finnish, manufactur
ing companies. The results indicate that the preliminary framework can expl
ain the difference between successful and less successful change management
in manufacturing processes. By applying the measurement framework in pract
ice, organizations can continuously improve their change management capabil
ities. More empirical research is needed to test the framework further.
