The problem of reducing the number of degrees of freedom necessary to descr
ibe fluid turbulence by using conditional average is applied to the problem
of turbulent passive scalar transport. We derive a large-scale equation of
motion that exhibits form invariance under a renormalization group transfo
rmation with an effective diffusivity. The eddy Prandtl number is found to
be Pr similar to 0.6 within the restricted region where the value of the Ob
ukhov-Corrsin constant is 1.02 +/- 0.01.
