The mechanism of formation of an inhomogeneous ground state of weakly doped
systems, consisting of the domains of metallic and insulating phases, is p
roposed. According to this mechanism, the formation of the charge-neutral m
etallic regions with the highest possible concentration of free charge carr
iers (and hence of the dopants generating them) is shown to be thermodynami
