We demonstrate a reflection geometry frequency-domain technique that is sui
table for measurement of the optical properties of a medium with moderate s
catter and absorption (mu(s) and mu(a) similar to 1 m(-1)). Variations in a
bsorption and scatter produce opposing tends in the amplitude signal and co
mmon trends in the phase signal, allowing unique determination of absorptio
n and scattering coefficients for a given phase function. An analytical mod
el based on single-scattering events gives good agreement with experimental
