In this paper we propose a framework to treat voting situations with voters
' permission, and show that in the framework we can analyze the situations
more in detail than in the framework for analyzing committees. Especially,
the framework allows us to investigate influences of voters' permission to
the decision making. Moreover, we examine relations between the core of sim
ple games and voters' permission, and provide new interpretation of the cor
e in terms of voters' permission, that is, the core is the set of all stabl
e alternatives under voters' regretless selection of permission. (C) 2000 E
