The purpose of this paper is to present the main objectives and the archite
cture of a software system for supporting the dispatcher during the restora
tion of a power system after a blackout. Such a system is currently under d
evelopment at ENEL SpA in Italy. Its main objective is to support the power
system dispatcher to determine the transmission paths for delivering crank
ing power to the thermal generation units belonging to the de-energized are
a. The cranking power can be obtained either from black-start units or, whe
n possible, from the still energized power network. The software system has
to inform the operator of which of the two possibilities is the most adequ
ate for each non-black-start unit and of how much load has to be supplied a
long the transmission path in order to maintain the power system in a secur
e state.
