Abstract
The main objective of this paper is to revisit the operations and planning of an electric power system, and, more specifically, of its transmission sy stem. The intent is to formulate the underlying problems as decision-making problems with specific performance objectives. Once this is done, it becom es possible to identify open research questions on this subject, including their dependence on the overall industry structure.
