Using a two-dimensional electromagnetic and relativistic particle code, we
show that both whistler and electromagnetic waves can be emitted from a reg
ion where an electron shear-flow instability occurs in electron-ion plasma.
The emission mechanism of the whistler waves is due to the generation of e
lectron Hall current, which is produced by the electron vortex motions asso
ciated with the electron shear-flow instability. (C) 2000 Published by Else
