It is demonstrated that in a low-multiplicity sampler the increase of the f
luctuation of event factorial moments with decreasing phase-space scale, ca
lled "erraticity", is dominated by the statistical fluctuations. The errati
city behavior observed in the NA27 experiment can be readily reproduced by
purely statistical fluctuations. Applying the erraticity analysis to a high
-multiplicity sample is, however, recommended and the method is improved fo
r the very-high-multiplicity case. (C) 2000 Published by Elsevier Science B
