Among the calls handled in an ATM network, video transmission takes a large
bandwidth. In addition, since the traffic is bursty, an efficient traffic
control technique is desired. The variable bit rate transmission control me
thod studied to date has a high efficiency but suffers from the problem tha
t the video quality on the receiving side is significantly degraded if ther
e is cell loss. In this paper, for real-time video information, a system fo
r information transmission without causing cell loss, using the fast bandwi
dth reservation protocol of the ATM network, is proposed. In the system, wh
en the video frame to be transmitted generates burst traffic, this traffic
is detected at the transmission end beforehand and a request to temporarily
extend the bandwidth of the call is generated for the switch. If the reque
st is not granted, the transmission of the burst traffic is in effect delay
ed by a new control operation called picture replacing which allows reducti
on of video quality. In this paper, the proposed system is evaluated from t
he point of view of transmission efficiency and degree of video quality deg
radation. The results are compared with fixed rate transmission systems. (C
