Pion and photon production cross sections are analyzed in proton-nucleus co
llisions at energies 20 GeV less than or similar to root s less than or sim
ilar to 60 GeV using a phenomenological description for the proton-proton c
ollision. We separate the proton proton and nuclear contributions to transv
erse-momentum broadening and suggest a new mechanism for the nuclear enhanc
ement at high p(T).
