Economic studies in health care are of increasing importance. Unfortunately
these studies are often plagued by an unacceptable level of arbitrariness.
Health economists have been trying to raise standards by publishing guidel
ines, but this, while useful, is not sufficient. In addition health economi
sts will have to be more aware of the value judgements underlying their met
hods, and be prepared to adjust their methods to reflect empirically measur
ed preferences.
