A prototype of a novel electron cooling system that will operate in the MeV
energy range is now being built at Fermilab. This system will have very st
ringent beam optics requirements. To meet these requirements, beam diagnost
ics that allow measuring a beam position to 50 mu m in 1 Hz BW and a beam d
iameter to 0.1 mm out of 1 cm needs to be developed. In this paper we descr
ibe various possible diagnostics, discuss their limitations and preliminary
