From August 1998 to January 1999, the Child Welfare League of America Manag
ed Care Institute surveyed all state child welfare administrators or their
designees regarding managed care and privatization initiatives in their sta
te. The survey asks respondents about the management of child welfare servi
ces that is consistent with managed care, the organization of services, and
how services are financed. Forty-nine states and the District of Columbia
responded, and of these, 29 jurisdictions reported one or more initiatives
that include management or finance changes consistent with managed care or
privatization models. This paper provides a summary description of 47 initi
atives in these 29 jurisdictions.
