Abstract
The Indian Railways does a tough balancing act, as a commercial organisatio n and its larger role as a public service organisation. falling freight vol umes, increasing competition from road transport as well as changing socio- economic conditions are worsening losses of the Indian Railways. This artic le offers a reform agenda.
