Expenditures to improve process control infrastructure in pulp and paper mi
lls should be analyzed and evaluated as rigorously as greenfield investment
s to optimize capital effectiveness. An approach to such an evaluation base
d on the economic impact of process control equipment reliability is presen
ted. The procedure, called the control infrastructure health assessment (CI
HA), is described and the results obtained for a particular case are discus
sed. Some data and the linkage to life cycle costing (LCC) are shared. (C)
