Abstract
The layer-structure cuprates with high superconducting transition temperatu res T-c exhibit a number of anomalous electronic properties in both superco nducting and normal states. These anomalies are ascribed to the existence o f independent spectra of excitations for charge and for spin, signaling a c ollective state, a "quantum protectorate."
