From an analysis of radar images of the ocean at two polarizations, it is e
stablished that images of surface manifestations of internal waves are prim
arily formed by a non-resonant mechanism of radiowave interaction. It is sh
own that non-resonant scattering is much more weakly dependent on the form
of polarization of the incident wave than resonant (Bragg) scattering due t
o the near-surface wind. This property of non-resonant scattering makes it
possible to discriminate oceanic and atmospheric processes using polarizati
on.
