To support the seamless upgrading of current cellular networks and to fulfi
l the requirements of third generation systems, an optimised base-station l
ocation algorithm, referred to as the combination algorithm for total-optim
isation (CAT); is presented. Results show that the CAT approach is well sui
ted to constrained optimisation, providing results that are equal to, and o
ften better than, those obtained using more established methods such as the
genetic algorithm.
