The action of the modular group on spacetimes with topology R x T-2 is stud
ied. The ADM and holonomy representations are compared and it is shown that
the quantum modular group splits the holonomy representation Hilbert space
into orthogonal "fundamental regions" that are interchanged by the group a
ction, each region equivalent to the ADM Hilbert space of invariant wave fu
nctions.
