Abstract
This paper reports olt an evaluation of the impact of the Kansas Mental Hea lth Reform Act. The act sought to reduce state hospital utilization, enhanc e community programming, improve client outcomes, and increase consumer inf luence over programs. The results are overwhelmingly positive. The unique p hased-in implementation plan allows increased confidence that the results w ere in fact attributable to the act.
