Controlling the risks to a software development project is a critical issue
examined by information system researchers. Many of the studies and method
s to date examine the risks from the broad aspect of system success but att
empt to promote activities related to a narrow domain of risks. Our intent
is to examine the impact of the spectrum of risks on different aspects of s
ystem development. We report the results of a survey of 86 project managers
that indicate common aspects of project effectiveness are generally under
control, but are most effected by lack of expertise on the project team. Si
gnificant relationships also show that lack of clear role definition and co
nflicts on the team are also elevated risks. Other items are not as critica
l or limited to a much smaller aspect of effectiveness than overall success
. This focusing in on the more important risk aspects will allow for more e
ffective management of the project and a narrowing of techniques to mitigat
