A kinetic description of the motion of crossed vortices has been developed.
The microscopic process of flux-line cutting has been taken into account.
Topological changes in the vortex system owing to these processes were cons
idered. The conservation of the magnetic induction after flux-line cutting
is shown to be fulfilled. This law of conservation was used to construct a
system of macroscopic equations describing the motion of the crossed vortic
