The use of numerical indicators to measure economic and social conditions a
nd progress toward adopted goals has become accepted practice by many natio
nal and international agencies, including the World Bank and the United Nat
ions, This paper presents an evaluation of the data assembled by the UN Hab
itat's Urban Indicators Program as a source of the status of individual cit
ies' development problems and programs, based on a research project underta
