The connection of an electromagnetic (EM) beam in Vacuum with the one in th
e magnetized plasma is rigorously investigated using a complete orthonormal
set of functions. Beam profiles in the plasma are explicitly determined. I
t is found that the EM beam shows an anomalous refraction at the boundary o
f vacuum and the plasma in some plasma parameter regions. The beam is refra
cted against Snell's law and this happens for the right- and the left-polar
ized waves and also for the extraordinary wave. It is shown that the contra
diction can be resolved referring to Huygens' principle. Relevance of the a
nomaly to fusion experiments will be discussed.
