From 1914 to 1923, an innovative educational policy was implemented in Fran
ce, under the impetus of Paul Lapie, head of primary education. His reforms
had a dual aim: to raise the standard of general culture of all pupils and
to supply the country with the skilled labor it needed. Accused, however,
of seditious intent, he was dismissed from his post. It is only today that
the topicality of his reflexions on education has been rediscovered.
