Abstract
A fast algorithm for calculation of the Fourier-Mellin moments of binary im ages for recognition of handwritten characters (Arabic numerals) is present ed. A representation of a binary image in the form of a set of its peripher al points is used. A significant multiple reduction in the number of operat ions required is achieved. Around 90% recognition is obtained.
