As the century changes we are moving from traditional voice telecommunicati
ons based on circuit-switching to broadband multimedia communications based
on packet-switching. The role of intelligence in networks is changing as a
result. The balance is shifting from intelligence in the network to intell
igence at the edge-in both terminal equipment and in server-based applicati
ons. It is not clear-cut, however, and the balance will shift within changi
ng boundaries of technology, cost and regulation.
