Power relations: Western rural electric cooperatives and the New Deal

The history of rural electrification in the northern and central Rocky Moun tain region during the 1930s demonstrates that westerners at the grass-root s level played key roles in the implementation of New Deal programs and dis position of federal funds. In many cases, including rural electrification, New Deal agencies empowered westerners rather than ran roughshod over them.
