Abstract
Eight years ago an article under the title "Telecommunications in Russia" w as published in IEEE Communications Magazine [1]. In 1995 the feature topic "Telecom Technology, Systems, and Services in Russia and the New Republics " continued the presentation of telecommunications development in Russia [2 , 3]. Time passes. National telecommunications has undergone significant ch anges. Some of these are described in this article.
