This paper dwells on the measurement of effectiveness and impact in respect
of innovations in science and attempts to correlate their links to public
policies for funding. It is argued that these links are not often straightf
orward, making it necessary to analyze and assess how science relates to so
ciety more quantitatively. Based on a survey and analysis of relevant stati
stics, this paper seeks to identify significant measures to indicate effect
iveness in science and outline their relations and links to policy. This is
necessitated in the context of a more cogent argument for public support o
