Experimental results on the optical conductivity of thin films of high
-T-c superconductors show additional absorption at low FIR frequencies
. We show by explicit calculations that this absorption can be explain
ed by a model of random Josephson barriers. In this model the absorpti
on is caused by the strong fields inside the barriers set up by the ac
cumulated charges at the junction boundaries.
