Abstract
A model describing transformation of excess electrons in water into solvate d electrons was suggested. The energies of photocreation of excess electron s in water were calculated. The experimental absorption spectrum of water a t initial time moments after the creation of excess electrons was theoretic ally reproduced, and the spectrum of spontaneous emission of water was pred icted.
